About the author: Joe W. Rowland graduated from Mercer University in Macon, Georgia, in 1952, then practiced law for forty years in the small town of Wrightsville, Georgia. He has served as city attorney, county attorney, State Court Judge and Chief Magistrate. He retired from the latter position in December, 2008, at age eighty. He is married with four children and three grandchildren.
